Community Engagement
The redevelopment of Penn Station is a once-in-a-generation opportunity. Carrying out this kind of community-centered, creative development requires an intimate understanding of the people and the places that make up the neighborhoods that touch the project.
To make this project a success requires more than just community support, it needs enthusiastic community participation. The development team is conducting an ongoing community engagement process that seeks stakeholder input on a variety of project elements including the development framework, public realm, retailer selection, public art, and more.
Station Plaza
The development team, working with the Central Baltimore Partnership, University of Baltimore, and additional neighborhood groups have launched a planning process to reimagine the public plaza at Penn Station and create a pedestrian promenade connecting the station to the Mt. Royal and MICA Light Rail Station. This planning and design process, which is supported by the Maryland Department of Housing and Community Development, is the first step of a broader community engagement effort to reshape the public realm around Baltimore Penn Station.
Vision Plan
Currently, a joint planning effort is underway with the goal of establishing a shared vision between Amtrak, the development team, key stakeholders, and the community for the redevelopment of Baltimore Penn Station and neighboring Amtrak property.
The planning effort includes three public meetings, two of which have solicited public input and a third, to be announced, that will summarize the result of the planning activities and deliver a draft Vision Plan document.
Framework Meeting
The second public meeting took place on August 13, 2019 at the University of Baltimore. After advancing plans based on the feedback generated from the Kick-Off meeting, the development team presented the Vision Plan Framework. At this meeting, participants were able to:

Summary Report
The development team performed an analysis on feedback from both the Planning Kick-Off meeting and online survey responses to identify common themes around the community’s aspirations for the Penn Station redevelopment project. These themes played a vital role in shaping the Vision Plan Framework.
